GTX470 stuck at 50mhz

So stated up my computer first time in like 4 years. Could be more. And I've noticed that my overclock settings are "unstable" or video card just took a poop after sitting for so long. 
 
I've ran Furmark for 2 hours which deemed to be fine throughout. Temps max out at 67C. To my knowledge it shouldn't be kicked down due to overheating. 
 
It kicked down and stay there after not using the PC for a while. EG while I'm at work and left on.
 
The clocks doesn't jump back up when I start up a game and require a reboot to have it back at it's overclock settings. So question is, Whats causing it? I don't think its my PCI-E slot. Least I hope not. I really don't want to buy a new setup currently. I'll deal with it for now if It is a bad PCI-E slot :/

    Uninstall the OC software completely and reboot. You should be ok....
    Use the card at stock and use a free test like Unigine that will show clocks and temps
     
    The program "Furmark" is known to cause serious damage and is not a test. Remove it from your system and never EVER use it again.
    *this program became outdated many many years ago and is -nerfed- in all current Nvidia drivers (has been for years). This was done because novice users burned up so many cards.... your lucky it was a 400 series card, just a few minutes of un-nerfed Furmark will -burn up- more recent cards and make them go up in smoke. That is why its not used anymore

    You have a steep learning curve ahead of you, Nvidia drivers and software have undergone major changes in behavior.
    Your going to need to read up alot before you attempt updating and using the current drivers/third party programs and games with a GTX 470

    I have a 4 slot GPU cooler I think i'm not going to be burning out any GPU any time soon... Like I said it peaked at 67C I've had cards hit 90C+ for extended time when back I was chasing benchmarks. 
     
    Uninstalling stuff doesn't answer my question tho

    You have not described what OC software, driver versions and version of testing programs used....
     
    My guess is that you updated drivers with a older version of the OC software installed....
    Newer drivers and older OC programs with saved settings are KNOWN to cause exactly what you are reporting...
    *thats why you need to uninstall the OC program -and- get rid of the old data files it created.. or they will simply continue to cause problems, even if you update.
     
    Precision or Afterburner are NOT what they were 4 years ago.... uninstall whatever you are using and answer -NO- if asked to save any files or settings... then reboot. (do NOT forget to reboot)
     
    Now uninstall the driver of your choice in "Custom" mode with "Perform a Clean install" checked and reboot AGAIN (dont skip)
     
    Now you can install the ---latest version--- of whatever OC software you choose (for a GTX 470 I would suggest Afterburner and NOT Precision)
    Once its installed, reboot again and your ready to go have fun

    I have clean installed my drivers. And manually did it vs the the cluster of a driver it became
     
    Furmark is my go to. But Apparently thats no go anymore. I'll look into afterburner. I doubt "riva tuner" is going to be any good, if precision became dated.
     
    I'll do another clean install and afterburner I guess.

    Actually, after 4-5 years and just going to update his driver....  his reaction and comment is quite understandable (not excusing it)
     
    The amount of bloatware, spyware, registration and the GeForce Experience itself can only be truly appreciated with such a time warp.
    Its completely ridiculous and deserves to be called what it really is  
     
    The basic driver at around 130mb is all thats needed.... and nothing else. Certainly not the 370mb package of junk Nvidia is serving up

    Yeah, redid everything drivers and AB, Things actually seems like they might be in order now.. 
     
    It goes from 50mhz to 400 to 730 I normally have it at. And back to 400/50 out of game.This is going to be an interesting time relearning everything.

    Maybe not..
     
    Started my computer, walked away but left it idling away for 3 hours. Came back GPU speeds stuck at "low power" restarted, still?
     
    Going back to stock speeds and see if it stay. Maybe it is a unstable OC? Can't see it but doesn't hurt at this point..

    Inside the windows event viewer are there any logs that point to the graphics driver recovering from a crash?

    Went back to stock clocks and see if persist. If so maybe it's time for a 1060 haha

    So slight update
     
    Running at 750/1860 been stable for 5 hours. Ran 700/1800 artifact'd within 10m during the same test
    Don't ask my why I decided to clock up than down haha. 
     
    I guess that rules out power delivery. 
     
    AB been showing clocks being changed from high power to minimal power usage so far.. This is super weird. 
     
    EDIT: 
     
    Seems if I have video playing with chrome open, my clocks are "stuck" on low power. Is this a known bug? Or just something on my end

    Roll back to older drivers if that doesn't work Id suggest simply replacing them with more modern cards. A GTX 1050 would be a significant upgrade why using less power and using the newest architecture.

    Sorry should say that it says at low power even if i start up a game after having chrome play a video. Like being on twitch or netflix's

    Roll back to older drivers if that doesn't work Id suggest simply replacing them with more modern cards. A GTX 1050 would be a significant upgrade why using less power and using the newest architecture. 



    Yeah. I have no issues with that but I don't really want to ignore the issue in hand. I might end up going with older drivers

    Changed drivers 
    Back to stock clocks 
    Reinstall drivers, Drivers sweeper
    Reseated
     
    Can run at overclock specs of furmark(Burning for 1Hr) or Valley Benchmark (for 3 hours.) No issues.
     
    Not sure if I could rule out bad card just yet. Might be just cause of the newer drivers. I didn't have an issue before with older ones. I'll go back to 362.00 and see if that fixes it.

    5 years of Windows not being current, and trying to install current drivers is a no no with all the framework updates. and installing monitor utilities.
    I'm assuming it's windows 7 without service pack?
     
    Anyway, I'm curious

    It's confirm on the it's last leg by EVGA. I've done everything I could. Oh well. Time to update this old setup haha. It may have water and maybe dual 1070s? ¯\_(ツ)_/¯

    Im running Windows 10, latest drivers for video card. Mobos running whatever w10 is giving it haha(never had an issues ever). I always like being with the current software. It was the first thing I've done when I booted it up. Fresh W10 install, drivers etc. It was running fine for a bit then started to crap out.
