Precision not capping FPS at 144.

When I set it to cap FPS at 144 its capping FPS at 133.  Verified via OSD and in game FPS counters.
 
Titan X(Pascal)
1440p/144hz.

3080 FTW3 Ultra, Hero XIII, 11900k, Samsung 980 PRO 1TB, Acer XB270HU 1440p/144hz, Evga Supernova 1000w platinum.

    Yeah I noticed it to capping at 135 max instead of 144. I think its by design though and might be right. Not sure.

    Mine is at 113 instead of 120(which I defined in frame rate target and also it's my screen refresh rate). Is there anyway to fix this???

    Use nvidia inspector to cap your fps.

    Might this be a predefined offset to always keep a safe FPS below the refresh rate at any given time ?
    I'm noticing a scaling difference between 133/144 and 113/120, i could be just seeing things. 
    Try capping it a little higher and see if the offset shifts with it, set your cap to say 155-165 for 144.
