Bad RMA device?

Can someone please help me.. I'm not sure what to do right now. I had just RMA'ed my GTX 980 acx 2.0 and received my replacement product today. However, when I opened up the device and did a visual inspection of it all. I see residue all over the back of possible flux left over? Not only that but it seems as if a capacitor/resistor/not sure what it is is out of place. I took a closer look and poked it and saw that it is loose. I have attached a picture of it and not only that but it seems that "C1096" is also missing. I have not even plugged it in to try it yet as I am too afraid it will damage my system. It looks as if this device was worked on but never finished before putting back together.
 

 
Can someone please advise me what to do? Can I even RMA an RMA? I am currently at lost of words, if I hadn't physically inspected it before plugging it into my system, I could easily have damaged my entire system or if that loose part completely fell off and shorted something else..

    Do I submit a ticket first? Or can I go directly to an RMA? Thanks.
     
    Edit: It says I can't submit a RMA without going through a ticket first.

    Hi MDecker, do I have to submit a ticket, if I do can I just link this thread so I don't have to reexplain myself twice? Or can I directly go through RMA? Thanks for your help.

    I'm sorry your replacement came in that condition. Your warranty does cover the replacement for however long you have left based on your original purchase date, so we can definitely take care of this for you. I'll be in contact with you shortly to take care of this for you personally.
