I tried to update the BIOS from 1.07 to 1.09 in order to rule out the incompatibility due to an older BIOS while trying to upgrade from a single 4GB to a pair of 16GB. I followed the instructions from loading defaults (I have Win 7 Pro 64-bit btw) to closing all programs before updating via windows. Now the board won't boot: It pauses at code 97 and 98 then goes to d7 and beeps five times then just sits there until I hard shut it off.
 
When I look up how others deal with "no console input devices are found", most suggest updating the BIOS. Some even suggested the graphics card (which my eight year old GTX260 is easy to scapegoat), but if I remove it and power up, it's the same result with the system hanging at code d7. I tried removing the battery for a few minutes and reset CMOS. Even tried putting the 4GB stick back in.
 
Why am I requesting BIOS chip purchase? I don't have warranty on the board.  A few months ago during the transit to EVGA, the board was damaged, so they couldn't service it; but the damage was confined to a corner standoff screw, so the board still worked.
 
I'm going to put up with the restocking fee and return the ram for something compatible but I need this system running again, so I need a fresh bios chip. No warranty just means it isn't for free, so much is it?

Yeah,  just now called, they are sending me one, so it'll be about a week.  Part of me wants to see if the new RAM works with the new BIOS installed, I have 30 days to do so.  I would like to avoid the $17 restock fee for the RAM.  

For Intel processors, 0.122 x TDP = Continuous Amps at 12v [source].

So i plugged in the new BIOS chip, in the proper orentations per instructions, and it's a negative, the system won't boot.  The system is stuck on code 98 for about a minute then goes to code d6 and beeps five times.  I hate goes into work irritated.

Clear CMOS
If it boots, open BIOS, load default settings, save restart
 
If it will not Boot - time to go minimal install, maybe even place MB on non-conductive surface outside of case.

I've held down the CMOS, pulled out the manboard battery even, and the system is already on a non-conductive surface since the issue started.
 
What exact does "no console inputs detected" mean?  Is it not detecting the I/O of the system (keyboard, mouse, video out), is something up with the chipset?  Right now I don't know what's up, anything on the system could have shorted out and I can't test anything seperately without going out and paying for a new ground-up system.  All this over trying to add RAM.
 
If I purchase another EVGA Z170 board(like the Stinger instead of another FTW), is it possible I don't have to reinstall the OS as the chipsets are similar enough?

Bare minimum test, MB, CPU & heatsink, connect the fan to CPU header
 
Install only 1 stick of  4 GB RAM - per Manual    page 15 - which slot to use  Re-seat it if already installed (SLOT 2 )

Clear CMOS manual p29 (power OFF & PSU unplugged) push button for 5 seconds
 
Confirm ALL switches and jumpers are in Default position
 
No hard drives or optical drive (test 1)
 
Plug Mouse & keyboard into USB 2.0 (black) ports only
 
On board graphics if you have them (first test)
 
Do not connect Anything to the Case
 
Confirm PSU 24-pin, EPS - (CPU 4/8 Pin)  manual p 20
 
Does it POST ?
 
When flashing BIOS - only use a USB 2.0 port in back of MB
 
** If it does POST, turn Off, remove PSU power (unplug, press the start button 5 seconds to discharge capacitors) Install your GPU and 1 HD
 
** If it will not POST - remove all power as above, Remove CPU, inspect socket on MB for damage - if it is OK - reinstall CPU - Follow the steps in the manual carefully.
 
Install heatsink with new TIM. 
 
In a X pattern tighten fasteners, 1/4 turn at a time after contact with CPU.  KEEP CPU / heatsink LEVEL.
 
Do not tighten till the screws will not turn anymore.
 
After contact between CPU & heatsink, tighten screws about 2 or 3 more turns MAX.  Let the springs hold it tight.  Never tighten the screw enough to put the springs into "coil bind" (spring coils touch)

First off, thank you Cool GTX for the effort of helping me, there is a lot to go through here.

I've got the default cooler than came with the processor I got, nothing has changed since I attached it back in April.  I don't have any thermal grease, so for now, I'll avoid removing the heatsink.

Because I didn't have any USB flash drives, I chose to flash the BIOS via Windows, that caused the problem initially (to me) of not booting as if the BIOS update got messed up, hence requesting a new BIOS chip.  But since the problem is still there, it must be something else.

Tried removing the single 4GB RAM from slot #2:  Upon system power-up, code cycles from 09-53-C0, I think that's expected when it can't detect RAM, so that part must work.

Left RAM in, tried removing the SATA drives (ODD/HDD):  The system at first powered up then off, then a second later powered up fully.  Then it sat at code 35, then 97 for 15 seconds, then single beep at a0 for 30 seconds, then a2, and five beeps at d6.  

Tried addng in just the HDD:  I get the exact same result as if I just unplugged the HDD.  I have to get an enclosure to see it the drive itself works, but that's the primary theory.  If it is then i need another drive and reinstall.

Try to reload your original BIOS from USB 2.0 on back of MB

I kept it and let the RMA expire just to see if it made a difference, I get the same result and at least I have enough time to get another RMA issued so I can get a refund. I bought the RAM 8/16.

Rosewill RK-200, it worked with the system before, although I'd still have to get a whole new system together to see if changing the keyboard would have made a difference.  One time I forgot to plug in the mouse and left just the keyboard in the USB 2.0 ports on the board while testing, I get the same result that ends with code d6 beeping five times.  Except for the memory, the system literally acts like nothing else is plugged in once it turns on, I've never encountered anything like this.  It will be a while before I can rebuild this system.

Hay Lehpron, could this be a case of bent pins under the cpu cooler?!? I know you don't have TIM right now but for a couple bucks you could pick up even some crappy TIM at best buy just to do a check. Being it seems like its centered around RAM issues and the I/O signals being received from the SB through to the Nb/CPU it may be worth checking since that issue seems to crop up quite a bit since the pins left the chips. Plus the FTW sockets have more gold content typically which doesn't help that issue.

g4400 and 1.09 dont work together just found out with my wifes z170 and g4400
