nice to see you and your team back on Wow! And sorry for my late answer and my bad english (that's why I cannot answer immediately. I need to think about every translatetd sentecne. ;-) )
Yes, bunkering is explicitely allowed (see third last sentence on
https://www.seti-germany.de/Wow/44_en_Welcome.html). I had read the discussion about bunkering in your EVGA forum the last both years (hmm.. I was to lazy to register there and give the answer directly than). And I don't want to have a discussion about what kind of doings are allowed / allowable bunkering and what is cheating, the border between both is fluid.
So I only want to explain short why we made the decision to allow that. (Did we have a choice? I think no.)
There are to types of challenges. One is organized by the project itselfs like primegrid challenge. So the organizers have fully access to all user data (which wu was send out when and is validated when...). So they can made a rule like "counting only wu which is send out while challenge is running".
On the other side there are different challenges organized by teams like SG (Penta, Wow!, WCG birthday) or also typical boincstats challenges and so on. For these challenges only data from official project stats exports can be used (the daily exports or, in our case, the personal user.xml's will be used.) In example for you it is

Yes, we are Germans. And the whole world knows (or think to know) we are perfect in establishing rules. Yes we can but making rules without ability to check compliance with the rules is like playing Hare and Hedgehog.
And please don't say - "ask Berkeley to give you support for this event and stats". Hahahaha, we are happy every year, if they don't decide to make a unscheduled maintenance while Wow! is running. In 2012 Mr. Anderson promote our event and at the same moment we got the information, that with beginning of Wow! a 2-day-maintenance will happen. First event, first two days with no stats - I thought the first would be the last event.
So we made the decision that Wow! is a funny event (yes, the differences between the crunchers are to high to build equally strong groups or so) for those users which had began there boinc life with this project and forgot it later. In our forum there are many "old" users crunching s@h only for these 14 days.
And for all competition oriented crunchers we offer some additional stats. So both user types can be happy.
We hope it is clear now our organizing team (only 4 persons) is not able to do something again cheating by bunkering. And we hope also you and your team mates will have some fun on this event and hopefully also in the next years.
