By default the Xbox App has Game DVR turned on since the Win 10 Update. This is causing a mess of problems with games previously running at 90-120 FPS suddenly being capped at or below 60 FPS. It also has been known to cause microstutters. This is generally only caused on NVIDIA cards.
To disable: Open Xbox App -> Settings (gear button) -> Game DVR (tab) -> enable/disable silder to OFF
I disabled it on my PC earlier, as well as installed the 369.00 beta drivers and my stutters are completely gone. Thought I'd share incase it helps anyone else.

    If you don't have a microsoft account setup yet. You can disable background recording of games by press Windows Key + G to bring up game bar while playing a supported game.

    This kind of thing should be advertised a lot more ,  kind of an issue turning ON automatically a video recorder program......

    Windows 10 auto-enabled GameDVR last week - here’s how to turn it off and save your frames

     
    Last week saw one of Windows 10’s largest updates yet with the 1607 patch, aka the Anniversary Update. Along with the usual sweep of fixes, security updates and rebooting your PC in the middle of a work day, it also auto-enabled Microsoft’s Xbox-powered Shadowplay-like recording software GameDVR. While this is useful if you have both an omni-powered PC and plan on sharing clips quite regularly, it could be causing some major stutter. Particularly affected seem to be Valve’s games.

    If you’re interested in the techy side, do check out our dedicated PC hardware coverage. Dave’s the best.

    You’ll need a Microsoft account to disable it the normal way, which goes like this:

    Open Xbox app, you can access it via the start menu search.
    Sign in - this should be automatic if you normal sign into Windows.
    The cog in the bottom left access the settings menu.
    Head to GameDVR at the top and turn it off.
    If you’ve found you’re experiencing framerate issues in the last week, that should help it. If you don’t have a Microsoft account, you can disable it using the registry. Via the Dota 2 subreddit, here’s how - and a small reminder that making a Microsoft account is probably easier and less risky.

    Open Registry Editor (Run > regedit)
    Go to HKEY_CURRENT_USER\System\GameConfigStore
    Set the value of DWORD "GameDVR_Enabled" to 0
    Go to HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\
    Create key "GameDVR"
    Create DWORD 32bit called "AllowgameDVR" and set to 0
    That same thread also points out Nvidia cards have been having particular trouble, and there’s a new driver been released today. It’s game ready for a lot of this month’s big releases, including No Man’s Sky, Deus Ex and F1 2016, so get it downloaded via the Geforce Experience app or their site directly.

    Possibly, silly question, but wouldn't it be easier and more fitting to just delete the damn software?  Can't run if it's not installed, too easy.
