Launch MSI AB and selecet to monitor all the items you wish to see.  Leave it running in background while you game if you only use one monitor.  When done gaming you can check the graphs in AB so see how things all looked...

Seems like your cpu/gpu clocks are going down/up which is causing the stutter. I highly suggest you check your cpu/gpu clocks/temps while playing if adjusting the in-games settings doesn't help.


Don't know how to check your cpu/gpu clocks/temps while playing I lowered my settings same problem but now I sreeze when I shoot sometimes just about all new stuff and still have the same problem that I had with my old stuff


Run RealTemp in the background and it will show the high temps
You can also use CoreTemp64 (CPU Only)

A couple questions after looking at your pics.  (Hard to see them btw)
 
Were you running a game just prior to getting those AB graph pics?  The graphics memory usage looks very low.  Like barely over idle usage.  Yet everything else looks pretty normal.  Pics are small and blurry when I try to blow them up, so maybe I'm not seeing it right.
 
Were you or do you run MSI AB and PrecX at the same time?  If so, not good.  That will cause conflicts and issue's.  I would decide which one you prefer to use and uninstall the other.
 
For further testing I would uninstall both MSI AB AND PrecX for now while testing.  Then run DDU in safe mode >>  http://www.guru3d.com/files-details/display-driver-uninstaller-download.html
 
When you go to install the graphics driver, do a custom install and only select the PhysX and graphics components.  Uncheck everything else!

I can do it again but I started it before I went in game. Precision X wasn't running in that game the anti cheat picks it up and closes the game so cant use it. Did you use GFE (Geforce Experience) to modify any game settings. Nope. I read about the DDU so many have problems after using it plus this is a clean install of windows so not sure why the driver would be messed up. I don't have that much installed yet..

DDU is recommended or suggested to try by Nividia to fix certain issue's.  It's also recommended by many EVGA tech people and several forum members here.  If you follow the directions to use it properly, you shouldn't have any problems with it.  Up to you.
 
In this case, the reason I suggested using DDU is to get rid of GFE totally from your system as that has been the cause of many issue's in the past.  You mentioned above that all your hardware is different in your system except the GPU and you're still having the same problem.  That leads me to believe it's a faulty GPU, a driver issue, or you're setting the game settings to high for the capability of your GPU.

I*ll try it after work but don't see y cuz my HDD is new but will try it and give it a go. Couldn't it be caused by the memory as well

I get a 1 sec freeze when it goes up the stairs  plus some of it gets like waves not Shure if that's normal temp 78 fps 33-118

Does the 1 sec freeze happen at the stairs every time? Does the freeze occur when running the card in debug mode?
