SC 1080 Clock Problems

Reading through this thread again..     has your card EVER reached proper boost clocks which are usually around 1900 to 1930Mhz???    In all those GPU-Z screenshots it was showing power limited and running a very low voltage.   I'm wondering if something is up with your power supply.
 
I did have an issue a few years ago with a GTX780Ti which ended up to be a failed power supply.   Well it didn't completely fail as my PC would still boot up, but sometimes it would just randomly shut off.  I had to get a multi-meter to diagnose it but the power supply was only feeding about 2.5 volts from the 12 volt pcie 6pin connectors.   Basically the card wasn't getting enough power so would only show about 28-30% power usage, which is similar to the problem your seeing under the TDP%.
 
I don't know if you have a multi-meter around to test or maybe it's something as simple are a loose connection on those PCIE power cables.




Yes.  When the card is cold after a reboot, I'll get to mid-1900s.  Once the system sits idle overnight, almost without fail, the clocks will cap at a random point.

Sometimes monitoring software causes symptoms similar to this. For example: I normally use msi afterburner to manage my card clocks monitor temps etc..  
If I launch the NZXT software  to manage my HUE+ (the software has overclocking functions now) it causes the clocks to get all ****ed up and lock at a certain speed. to normalize i have to fully close and exit the NZXT software and make sure all processes are stopped.
 
Just a thought that sometimes software running in the back round can cause similar issues.

I thought it was GPU-Z for a bit.  So I ran with next to no background tasks and used frame rates during game startup to monitor clocks.

go to start button and run type "winver". Which build version does it show?

Have you tried moving it to another PCI slot?
 
I had an asus board one time pump a bunch of power through the PCI slot and fry a card. Maybe its the slot not sending correct power to the card.

I can try moving the card around but the 1080 replaced a 770 where the 770 draws more power. 230w on the 770 versus 180w on to 1080.

did you install the GeForce Experience software, when loading the drivers?
 
Nvidia 3D drivers ?
Nvidia Sound ?
 
I run DDU, and custom install the EVGA / Nvidia drivers --- only selecting PhysX and the actual GPU driver, none of the other "stuff" and select clean install.

This is a bit of an older thread but I am having the same problem with my GTX 1070 SC. After playing games for a while, if I exit out of say, Battlefield 4 and resume playing later my clock speeds will artificially cap themselves at some arbitrary limit, such as 800 Mhz for the core clock. I've seen this vary anywhere below the default clock speeds. I am not running any overclocking software, I'm just running HWinfo64 which allows me to view my clock speeds on the side. Rebooting the computer solves the issue but of course only temporarily, as other people have mentioned. I am running the latest driver, 372.54, and will post back if I continue to witness the problem.

The same problem with my Gtx 1080. After long idle card boost can stuck on lower values, very different. Perfcap reason is PWR limited , restart pc fixed.
