220-P2-0850-RX RMA issues

First of all, I bought this unit off B-Stock to save some money on a new computer build.  I put everything together, and when it came time to switch the power on, the motherboard lights up for a split second and turns off.  Nothing works.  So I swapped in my son's EVGA 500B power supply and everything works and started setting up the OS and everything else.  In the mean time, I had RMA'd the power supply, I had to pay for the shipping since it was about a week before I got everything else to put this computer together and was outside the 2 or 3 day DOA warranty, plus wait just over 2 weeks to get another unit.  I get the second power supply in the other day, and same exact thing.  I do the 'paperclip' test, and the fan does not spin.  So we decided to try a different 24 pin cable which I am now waiting for.  Does this seem right to anyone here?  Do you think the cable will be the issue?  Makes me wonder about all the cables it came with now...   BTW my son is upset that he can't use his computer because I borrowed his 500B, it's either him crying or my gf crying (it's her computer I built).  EVGA claims I can't swap for a similar or non-modulated power supply either.

    Yesterday I checked B-Stock and 850 P2 looked me as great deal.
    If PSU fan not spin on paper clip test than PSU should be checked by EVGA.
    Bad luck. 850 P2 is for me one of best option on market at the moment.
    Case is very small but PSU is strong for more graphic cards and Intel Xtreme Processors.

    Well the replacement cable came in, passed the paperclip test.  PSU now in working order.  Never thought EVGA could make faulty cables :\
