Why is my 980 Ti Classified Voltage dropping

Hi, I had my first classified and it boosted to 1404mhz with 1.187 Volts right out of the box. Asic quality 78.6%
Unfortunately, that card had noise issues with its cooler so i RMA'ed it. 
 
So with my second Classified (Asic 75.7%), when i start Heaven benchmark, it will boost to 1404 Mhz with 1.187 Volts and stay there for 30 seconds to a minute. 
 
But after the card gets hot and exceeds 75* C, this card will always drop down to 1392Mhz with 1.162 Volts. 
 
Why does it do this? I tried reinstalling drivers and it still does this.
 
Funny thing is if i bump up the fan speed and cool the card below 75*C, it will usually boost itself back up to 1.187 Volts at 1404Mhz.
 
Is this because of Asic quality? Now remember, stock 980 Ti Boost voltage is 1.187 Volts

    It is probably throttling due to temperatures.  Set up a custom fan curve and to get the temps to stay below 70, rather than using the stock fan profile.  Try using Afterburner over Precision as well.

    Perfectly normal. GPU Boost 2.0 doing its job.

    Ahh I see, so this is normal for a 980 Ti Classified to drop boost and voltage down to 1392MHz and 1.162 Volts when the card gets hot??
     
    This confused me because my first Classified card would hold higher boost (1404 MHz @ 1.187 Volts) regardless of temperature, even if it was sitting at 83* C for prolonged periods.
     
    I was thinking that maybe the stock bios isnt flashed properly, Since my fans also come on at 52* instead of 62* like normal.
