X58 sli le vcore

Hello, i have the above motherboard and it doesn't adjust vcore, it let's me choose any value saves it but it doesn't apply it. 
 
Any ideas on what can be the problem? 
 
Can this cap be the problem?

    What is the vcore stuck at? Does the vcore droop under load like normal and change slightly as load changes, or is it stuck hard at a particular value?

    The force caused to damage that capacitor would have transferred a lot of load into the circuit board. I am wondering if the feedback loop is damaged and causing incorrect readings.

    It's stuck @1.2v
    If I apply LLC it does work and voltage goes up 1.235v

    Something that I didn't mention was that I've modified the board to work with dual qpi cpu's.

    I've modded the board and it worked at first try...but could I have done something wrong?

    Yes! i bought a decent motherboard from Asus 
     
    It kinda sucks having this motherboard rendered useless when i could sell it for good $$$ or just as a spare.

    EVGA have anything to say about this?  Why can I adjust every other voltage on the board other than VCore?

    Honestly don't waste your time/effort on this motherboard, it's really a poor motherboard with a low end power delivery and a sorry excuse for a bios, i have 2 raid cards and none of them even initialize on this motherboard
