I just got my GTX 980 Ti (06G-P4-4993-KR) and it seems to get real noisy under load. So far it seems to only happen when I'm in a game. It was difficult to capture the noise using my cell phone so I used my microphone instead.
 
Just doesn't seem normal to me...

My link got removed? And can't attach an mp3.... it's a rattling sound that is independent of the fans. When I recorded the sound the fans weren't even on because I had just started the PC. I've been checking all the components of the board and nothing is lose, the rattle is definitely coming from the card and I can reproduce it by going in to a game and stop it by alt-tab out of the game.

That sound is horendous. It sounds like the fan is wobbling and hitting the shroud.

But that's the strange thing, both fans were off when I recorded that.
I did remove the card once to make sure non of the blades were lose, and everything seemed tight that I could check.

I wonder if that isn't the dreaded coil-whine that people are complaining about. I have never encountered coil-whine with any of my video boards so I can't say for sure.

Afterthought: Does your power supply have a fan that comes on when under load? That does sound like a scraping sound to me.

If that's coil whine, it's pretty bad.  I would check every piece of hardware that has a fan.  Seems to happen under load based on your audio file.

What are you cooling your CPU with?  Anything with a pump like an AIO cooler?  If so, verify the pump isn't going.

I felt like it sounded like a scraping sound myself. Possibly a bad bearing in a fan or contact between a fan and housing but he says the video board fans weren't spinning which brought my attention to the fan in the PSU.

Zuhl, you were spot on my friend. I guess my old card never pulled this much power. I used a wood dowel pressed between my ear and the power supply and I can distinctly hear it coming from the PS.
