The card i just purchased minutes ago is a 04G-P4-3978-KR , but i noticed in my order the last two characters were changed to an "RX" I assume meaning recertified. But would that necessarily prevent me from stepping up? I'm hoping not, because if it is "factory recertified" by the manufacturer that made it, and not eligible, then that doesn't really give me a lot of confidence in the meaning of factory recertified. That would just make it seem like EVGA isn't confident in its certifications.

Read the rules of the step up program. Most BStock is simply a return from someone who did the step up. The RX is to show it is not a KR, or new retail version. Everything in Bstock is recertification, which is why they maintain the bold red writing under the explanation and features of the card.

"B-Stock Products are units which may have small scratches, small dents, or noticeable use which are Factory Recertified to meet or exceed the performance of a new product of the same model. These products do not come with any accessories and include a 1 year limited warranty."

The only thing in your package is a card. No cables, no accessories, no poster, no stickers. These are not eligible for step up, because you are already getting a massive discount in the card as is.

In a nutshell only NEW products are allowed to stepup provided the part number qualifies. 
 
BStock are not NEW products but are recertified products.

This...I purchased a B-stock 970...it's great....looks new, but only the card was there..if you want to be able to step-up, buy a new one.
