Windows 10 and 660 ti with latest 359.00 Nvidia drivers. Clock Stuck at 1000 mhz and 40C

As the title says, I am running Windows 10 and evga 660ti ftw 3gb graphics card. The clock is stuck at 1000mhz and temp stuck around 38-40c idle. Normal in Windows 7 was 300mhz and about 27-30c idle. I've googled this issue and few other people have these problems but nothing they've done or suggested has worked for me. I've tried changing my power management in NVCP to adaptive and rebooted nadda, tried reinstalling the drivers clean and the temp/clock goes down until I play a game or reboot the computer then it's back to same old stuck clock and high idle. Any suggestions would be helpful. The card is about 3 years old and thinking of upgrading to 970 ftw card for Christmas but reading on other forums that the same problem exists with that card as well and Windows 10. Please assist me. Thank you.
 
P.S. Using EVGA Precision to tell temps and fan speed.

    Here are the top causes of why a GPU would run at full clocks at idle...
     
    #1 You're running multiple monitors. Fix: Enable mutil display power saver using nvidia inspector.
    #2 Your machine has a virus. Fix: Scan computer using malwarebytes.
    #3 One or more programs running in the background are using your GPU. Fix: Perform a clean boot of windows.
    #4 Power management mode inside the nvidia control panel is set to prefer maximum performance. Fix: Set power management mode to adaptive then reboot your computer.
    #5 Running a resolution of 2560x1440 @ 144Hz. Fix: Change refresh rate to 120Hz.
    #6 K-Boost is enabled inside Precision X. Fix: Disable K-Boost.
    #7 Shadowplay is enabled inside geforce experience. Fix: Disable shadowplay inside geforce experience OR completely uninstall geforce experience from your machine (highly recommended)

    I am experiencing the same issue with my box, 359.x are slow as molasses
