Fallout 4 Pre-buy Question

I have a question for those that have knowledge regarding pre-buy of games through Steam. More to the point, Fallout 4.
 
It is being rumored that the unlock for the US is 12:01 Eastern. Does that mean that when the appropriate time arrives for the time zone you live in, you will be able to download the game from Steam or does it mean that you will be able to play it at that time as it will be pre-loaded on your system due to the pre-buy status?
 
I have a feeling that Steam will be very busy with this release and this is the first time that I pre-bought. Skyrim took me 30 minutes with a disc and slower internet speeds and that was well after it was released. Now it will be all digital and faster (30 up 30 down) internet speeds.

    While waiting for the official release date to arrive I decided to look up some information regarding the sale of Skyrim as it was reported to be Steam's biggest single sale. It is also being rumored that Fallout 4 sales will be much larger.

    In the past when I've pre-bought on Steam they start the preinstallation a week or so before the release....the second it's released you start playing

    The download from Origin of the new Star Wars was so slow that molasses was looking pretty good.
     
    At least that game beta worked, some game betas have had deeper problems

    I can remember when Steam first started with the release of HL2...That was a nightmare. They've been doing this long enough I'm sure Fallout 4 will go smoothly

    Nice.... I bought an ATI video card and got HL2 free. The wait for Steam to come online seemed to take forever. Then it launched and then we found out what true pain was..shortly after Steam gave me the entire Source catalog at that time for free

    Steam had its growing pains, so did Origin etc
     
    I do not buy video cards for gimmicks, I simply need a card that can cope with the current console cycle
     
    My old GTX 660 TI is plenty extreme enough to play all titles

    You will get to pre-load on average days to a week ahead of time. Then the second it goes live it unlocks.

    Yes Steam had growing pains but it's a well oiled machine now.
    I don't see free games as gimmicks, I see them as incentives. Back then I was learning about pc's, didn't have much money to try stuff out and was an ATI guy when ATI still built their own cards. When I saw a piece of hardware I wanted with a game I wanted for free it seemed like a win win to me. Even now I still like getting the little extras. With what I do with a pc now, current hardware is a necessity
