Ah ok. My 980 came overclocked back when I got it but in any case, I'm wondering if maybe the card is defective or something because of this horrible whining/ticking/etc noise that goes on while the GPU is under very minimal load. It's not even peaking at 40-60% load and it's making the most horrific and annoying sound possible. It literally makes me want to smash it. =/

It's not defective, it's just annoying. It's called coil whine, it happens to a lot of cards. 
 
Fixes for coil whine:
 
#1 Put glue on the caps.
#2 Burn the card in overnight by running the card on a scene inside a game/benchmark that causes it to whine the loudest.
#3 Increase/decrease voltage on the card.
#4 Try a different psu.
#5 Use frame rate limiter software to limit fps in game to reduce whine.
#6 RMA the card.

If I can't manage to drown out the sound after a few days to a week, I'll more than likely switch back to my old 980 classified card and return this TI Kingpin card, because so far I haven't really notice a drastic increase in performance, even while having overclocked it as a test just before writing this follow-up. The results are nearly identical and that's while testing with a 4K resolution monitor.

For this suggestion, you believe that I should run a very graphically demanding game or benchmark and have it run for up to 12 hours or while I'm sleeping and think that it will resolve this issue overnight or will it take multiple nights of this?
 
When I let the game run without an FPS lock, it whines like a new born baby. Perhaps I should do this method with your #2 suggestion.

I think normal clocks for normal 980ti are 1000mhz

If you truly believe that it will get rid of the coil whining, I'll do it. I don't care if it takes a few days. I'll put this card under load for 48 hours straight without resting if I must. I'll just do other activities and blast music to drown out the annoyance. :D

Alright well thanks so much again Sajin (and everyone else of course) for your help on this new matter. Apparently you provide more support than EVGA's support. They should pay you or give you free cards for your awesome forum assistance! If you have any suggestions for a good overclock setting to really force this coil whine issue out while running on air and with an 80% ASIC, please let me know!

I currently run a 3930k clocked @ 4.5GHz (if this matters at all)

1480-1500MHz should do it. 


And just leave everything else set to default? Power consumption, memory clock, etc? Only change the GPU clock? Or do you mean the GPU boost clock (or both)?
 
If I set the GPU clock to 1300, it'll boost clock to about 1590 or something while under load (even though the boost clock will says 1400ish in GPU-Z). The sensors return ~1570-1600MHz for boost clock. I've tested this.

Power limit %/Power target set to max. GPU clock offset/Core clock (mhz) set to +whatever equals 1480-1500MHz on the core when the card is boosting.

Adjustments via afterburner are 100% safe. The higher the overclock the better. The overclock needs to be stable though in whatever application you will be using to burn the card in with.

The coil whine is so radical. I can even hear it when there's nothing being played. It's literally aids to my ears right now. I've got my fans ramped up to try and filter out the whine but it's still not enough. I'm so frustrated right now that I'm at that point where I'll break this card and swap in my previous 980 card just to rid me of this horrific sound.
 
I've ran benchmarks which would make it whine the most (2000-4000FPS) for the past few days now and I don't think it's made the slightest bit of difference. If there was a difference, I think it enabled it to whine without anything being played now and me just doing normal 'desktop' stuff. What should I do at this point? I feel as though the benchmark tests only made it worse and that's why I can now hear the coil whining when I'm not playing anything and the card is idle.

So I guess the real question is... Why is EVGA using garbage internal components for high-end graphic cards that are in the $1000 range? You would imagine that with all of these materialistic things you get in your box, you'd get some decent components to help reduce coil whine. It's quite clear that the PCB/caps are using cheap components but I don't understand why they would do that to their customers who put out a lot of money for their #1 advertised product. It's just giving them a horrible rep in the long run because people will start saying "don't buy EVGA cards.. they all coil whine until your ears bleed". It's like telling someone to never buy an HP or a Dell. You know it's garbage quality.. don't waste your money on it.

Any time I hear a "buzzing" or "whining" sound, it just frustrates me and reminds me of this card. Last night I was watching a show called Dark Matter on Netflix for the first time and when these people were waking up from their deep-sleep in their pods, it made a buzzing or whatever sound that reminded me of the card and I was so irritated by it that I had to turn the show off because it was stressing me out.
