The key is to disable Windows Update driver downloads in order for it to install properly.

Disabling hardware updates from Windows Update solved this problem for me. Seems like everytime I installed the Creative software, Windows 10 thought it knew better than me and Creative and reinstalled the driver from Microsoft.

To disable Windows Update driver downloads:

Right click on This PC on the desktop or from File Explorer
Click on Properties
Click on System protection
Choose the Hardware tab
Click on Device Installation Settings
Choose Never install driver software from Windows Update
I left the Automatically get the device app and info provided by your device manufacturer box checked
Click Save changes
Click OK
Close System control panel

Install Creative drivers again.

This is basically the same way I always set up Windows 7 as well. Once I did this, the Creative drivers seem to stick and the Creative Control Panel now works for me.

Yeah, it appears they released around August 26, 2015. It took me some time to figure out I had to turn off the driver update service in Windows.

Mine too but using the basic Windows driver. Although it played sound through my 5.1 speakers through the Sound app configuration, it only played via 2.1 in everything else. Now, with the official drivers, I get full 5.1.

Why not just manually download and install the driver?

Before August 26, 2015 the driver wasn't available. Hence, I had to use Windows' drivers.

As stated in the OP, I did manually download the driver package and I also stated that in order to use the Creative Control Panel, you need to disable how Windows auto installs drivers because it strangely overwrites the manually downloaded and installed driver.

Yeah, something still isn't right with them. I do get 5.1 in like one application but not the results I've been looking for.

Off topic: Lol at all the privacy nuts. It's not like your data is getting put out on the black market. It's all sent to Microsoft to improve Windows. That chunk of information has blown itself out of proportion ten fold. :D

I think we just have to wait until they are patched.

It's amazing that after a nightmare like Vista that Microsoft can release a highly polished and stable OS like Windows 7 without any of the spying and snooping to do it. Most if not all of the features that MS installs and enables by default should be left up to the user to decide if they want them or need them. I just want a plain and simple stable OS without all of the bloatware included.

I saw that my X-Fi Titanium Fata1ity Champion has drivers for Win 10 when I decide to upgrade. I'm glad Creative is doing this for their older cards.

If you go to setting you will also notice they added 24/192 support to that X-Fi (For FREE!).

Is Microsoft going to fix the Dolby issue with Windows 10?  Defeats the purpose of having a sound card if it can't use dolby/dts.
 
EDIT:  After a lot of google digging found that a fix was released on the latest insider's build and might be released for mass consumption late october-november.

Mine is working with DDL no problem.

I've been looking around for over 90 minutes last night, when I could finally play the new Tom Raider, and found out my surround processor was only doing digital stereo. Luckely I came across this topic, and five minutes later I could finally enjoy the game with DLL. You sir, deserve a medal! I only registred here to let you know how much I appreciate it! Thanks!

Here is a little something related I found after too much time fiddling w/ sound in WINDOWS 10 *
 
I have a logitech 5.1 surround system that worked just fine in WIN 7   ,BUT after upgrading i noticed something was not quite right in Win 10
-sure enough 5.1 wasn't working - no matter what I did or read about it helped.
- the only / 'best' fix I found for this to get myself back to surround sound is....
 
1) go in to your sound settings  and change it to 7.1 speaker system, click thru to next window
2) then uncheck the 2 side speakers for the 7.1 to disable them.
3) next screen asks to make the rears as full range , yes/ apply / ok 
4) I retested it and I finally get sound thru all 5.1 speakers now on WIN 10
 
-   seriously ? - yes, seriously so far this is the only way I found to get sound in win 10 thru all my speakers.
