In the Program Files\EVGA\EVGA OC Scanner X v3\EVGA_OC_Scanner_v2_x32 folder is the .exe for the 32-bit OC Scanner..You can add it as the Test Application in EVGA Precison by scrolling through the EVGA Precison settings until you find "Select Test Application" and then browse to the .exe to add it so that it opens when you click the Test button if you want to or just run it as a stand-alone program.

Try legacy version 2.3.1 (at the bottom of the page)..I just downloaded it but setup says it's EVGA_OC_Scanner_X_Setup_v2.3.2_x32
