GTX 970 not downclocking at idle?

So long story, when i first got the 970 several months ago it would downclock as it should when in idle.  At some point it stopped and would just sit at 1120MHz or something similar and voltage would be at 1012mv.   Earlier i finally started to mess with it, uninstalled Precision X and reinstalled fixed it and suddenly it would downclock like it should, that was earlier today.  Just now when i turned the pc on its back to sitting at 1120MHz and 1012mv.   Uninstalled the gpu drivers and reinstalled the newest one and it dropped a little, to 937MHz but voltage still sitting at 1012mv.
 
Why is it not downclocking like it should be?  When i turn on my pc but dont open Precision X my gpu will climb to 60c degrees quick just at the desktop.  Someone tell me what the hell im doing wrong please?

    Found a solution!  Im using the VG248qe monitor, switching that from 144hz to 120hz fixed it.   Now GPU clock is at 135MHz, voltage at 862mv at idle where it should be, temps dropped immediately.

    Multi monitors/4k/120hz+ will all cause this.

    Thats what ive been reading.  Thankfully im still able to use dual monitors but the one is 144hz, had to turn it down to 120Hz to let the gpu downclock while its idle.
