Defective ram or defective imc?

When running the ram at it's spd speed (2133MHz) windows fails to load and the computer reboots itself. Running the ram at 1600MHz or at it's tested speed of 3400MHz gets rid of the issue and allows windows to load without any issues.
 
F4-3400C16Q-16GRBD is the ram I have.
 
 
Notes:
 
2133MHz @ 15-18-18-38-2N 1.2v (bios default) = windows fails to load and the computer reboots itself.
2133MHz @ 16-18-18-38-2N 1.2v = windows fails to load and the computer reboots itself.
2133MHz @ 16-18-18-38-2N 1.35v = windows fails to load and the computer reboots itself.
1600MHz @ 15-18-18-38-2N 1.2v = windows loads without any issues.
3400MHz @ 16-18-18-38-2N 1.35v = windows loads without any issues.
 
Memtest86+ v5.01 passes when using bios default settings.
 
 
Looks like it's the ram to me. What do you guys think?

    Sajin, are these new memory sticks or did this just start happening?  Different OS etc.  I know you really know what goes on, so just asking incase someone has ideas.

    How many sticks do you have?  Is it just one 16 GB kit, or are you using 2 kits side by side?
     
    The reason I ask is because I have 2 identical (identical to eachother, not identical to yours) G-Skill RAM kits and I had to modify the timings to get them to work properly.  At first I thought they were just garbage, but then I found a link to a statement G-Skill made about my kit stating the new RAM timings needed to stabilize 2 kits together.  Apparently, they advertise the timings needed for just one single kit.
     
    I suggest you contact G-Skill directly and ask them for recommendations; especially if you are using more than one kit together.

    Yes, the sticks are new, less than a month old.

    It's just one 16GB kit.

    This may also sound silly but have you tried using different RAM slots to see if it made a difference?
    I know some motherboards have certain slots that should be populated first.

    Looks like the cpu was the culprit here. New 5960x resolved the issue.
