EVGA X58 Sli3 problem

Hi guys...
I have one little problem one hour ago...
My PC was restarted during my work, and that all.. After restart my CPU FAN running on max RPM and thats all...
Post LCD is dead and nothing to show, and fans on my r9 280x are dead too... 
The LEDs near by memorys slots lighting as usual normal as manual says ... Thats OK...
When i take a voltmeter and i try to put them to testing voltage points on upper side of MB, all things are correct
until i try to measure the CPU voltage... There is just 0.6V only... Thats problem...
 
Where is the problem? Dead MB or just CPU? Why POST LED is dead?? :(

    First and easiest thing to try is a CMOS reset of your motherboard and then see if you can bootup.

    Yes i made it first after the PC crash... :(   Nothing change.. :(

    have you tested voltage on PSU aux cpu cable?
     
    turn off / unplug psu
    unplug 8 pin esp cable from motherboard
    turn on / plug in psu  
    boot pc
    check voltage on all 8 wires (see insert)
    if no voltage / turn off / unplug psu
    inspect cable and connections at both ends
    look for burn marks at pins and connectors
    reinstall or replace cable / if needed

    Thanks for answer, but i tried another PSU... Same results as with original PSU :(
    I thing something on MB was died... Capacitors? Something around power source? :(
    I need other functional MB, but i cant fint something with normal price... :(

    my next suggestion was going to be to look for any trace burns on the pcb but it sounds like the MB may be the culprit, but I wouldn't throw it out until you can test the cpu on another board,

    Hi...
    No speaker is dead too.. Any sound, nothing... Just only correct LED lights near by memory slots..
    No speaker, no POST codes, no LEDs inside the buttnons on bottom of MB... :( 
    Just maximum RPM on CPU fan and its all... No fans on GPU and NB... 
    I tried to reset everything, but without good end... :(
    I tried another PSU, another CPU and i tested MEMs in other PC and they are good...

    hi guys..
    i spend a time with my death MB... 
    I found that power IC chip ISL6314CRZ is very very hot(its near by EPS12V connector)... I was burned skin on my finger :( 
    Its normal that chip have 90C and more temperature?? I thing no... But everything is possible :D
    Thats maybe a problem of my MB... :(
