I see no reason to go with Skylake when the 5820k easily hits 4.6GHz, is about the same cost is 6-core and easily out performs the 6700 running the same O/C. Cinebench R15 the best score I have seen from Skylake is around 900, my 5820k hit 1355. I realize there are other benchmarks but in my experience I like the X99.
Also, go with 16gigs of memory no matter which one you choose.
