Try a different display cable? Try a different display input port? Try a different gpu output port? Try a different display? Try a different driver?

I'm using a 4k tv connected via hdmi and I'm getting flickering on menus like the nvidia control panel or the context menu when moving my mouse.  This is with the latest nvidia drivers on windows 10.  I tried playing around with the refresh rate but it only stopped flickering at 30hz.  This wasn't an issue in windows 8.  Anyone else this problem and possibly a resolution?

Nickuku, did you have any luck with your problem?  I'm experiencing exactly the same behavior.  SLI 670's running a 4k TV.  When a dialog type window is open, and I move my mouse on that screen, the window flickers.  I've also got a second monitor (24inch proper monitor, not TV) and it's perfect, no problems at all.  The 4k TV is displayed under device manager as a "Generic Plug n Play Monitor".  I'm also running the 353.62 drivers from Windows Update.  Did try and install 353.30 from Nvidia, but it failed.

I went back to Win 8.1.  Couldnt stand that flickering anymore.  I also have a secondary 27 1440p monitor but the tv was acting this way both with extended displays and a single display.  I tried all 3 windows 10 drivers.  I think they just dont like 4k tv sets.  I wish I could have tested it on a 4k monitor but not many of us have those lying around.

Yep same issue,
Windows 10, Nvidia 353.62, 4K TV, EVGA GTX970.
Getting menus and some windows flickering when moving the mouse.
Have tried different resolution settings and even Disabling the DSR settings as suggested, uninstalling and reinstalling drivers
... still no fix.
Considering another full clean Windows 10 install.
Did not have a problem with this on the Windows 10 Preview version.
Not very happy, it is very annoying.

Have you guys installed other drivers such as chipset, sound, etc for windows 10 beside the gpu drivers? I experienced that flickering when I upgraded to W10 without a clean install. I did a fresh install and everything is fine

I read this on a Nvidia forum and it works!!! its weird as hell but if you go to control panel and type mouse settings in and then click on the mouse option there should be a tab that allows you to turn on mouse trails which stops the weird flickering at 4k resolution.
 
MOUSE TRAILS IS THE ANSWER TO YOUR PROBLEM!!

Hmmmmm, interesting. Hopefully someone else can confirm that.

I've been struggling with this issue on my EVGA Titan X running at 4K and had resorted to the mouse trails fix, which, as another user reported, causes disappearing cursors in some games.
 
I am happy to report that with the latest drivers from nvidia (355.82) the issue is now resolved completely.
