850w should be plenty for any video board available today. Someone will be quick to correct me if I'm wrong about that. I think spending an extra $50 to get a GTX-970 would be a better option for you rather than getting a GTX-960.
That would put me over my budget for buying a new card
but thank you for your input! I was just hoping the 960 is a good card and it would be a upgrade from my 560
