So I could have bought cam gear locks from ebay for $43.00 shipped but found a kiaspecial tool company that had the part for $26.00. I call them on the phone for a shipping quote to hawaii and they say I need to email them.

So I email them and for 2 days no response. ...So figuring the part is very small and weighs only couple of ounces the ship charge should be low so I order it. I immediatly email them and tell them I ordered the part but still need a shipping quote and have not received one yet. They email me saying the warehouse is busy and when they get a estimate they will let me know...

Well they ship the part to me without consenting me on the ship cost and I find out they are charging me $43.00 ups to ship a box weight .43lb that takes 7 days estimate to get to me... my total is like $72.00 for a $26.00 part.

Can I refuse ups shipment and then dispute my charge on my visa? Maybe ask ups what the charge really was?

That was your competing seller, if I was given a shipping estimate in any ball park area I would have bought it from your competing seller and saved over $30.00.. I tried calling and emailing and had the impression that not being given a shipping estimate it would be given before final processing of my order before having it shipped..

$47.00 to ship a part weighing next to nothing is ridiculous....All the money I have saved ordering parts from different companys taking hours of my time to save a little money just went down the toilet. My water pump, timing belt and tensioner weighing 10 times as much only costed $16.00 to ship from michigan..

that's crazy, dispute seem the only way out.
I do really hate it when companies or shops don't clearly state all the costs prior to purchase.

I called cc company, they are sending me dispute papers and said they will freeze the charge..

Only thing I forgot the mention to the cc rep was that I made a payment for my statement balance which included that particular charge, will they credit me or what?

Dispute it with your credit/debt card company.  Lots of people forget about how credit/debt companies have some buyers protections and in some cases give you a longer warranty.

When i called my debt card company to dispute a charge on a purchase (over high shipping fees), they didn't send any dispute papers out. I just told them over the phone about the company website didn't allow you to confirm the order to see how much shipping was going to be, they issued me a credit back.
