780ti 90% clock usage when idle/at desktop

I've recently had a problem with my GPU.

From time to time the clock usage goes up to 90% even tho im not doing anything demanding with my pc.
When this happens in-game performance decreases signifigantly, I would say i loose about half of my FPS, if not even more!

I've looked around abit on google, some new posts suggesting it's cause to be the problem lies between the monitor and the GPU if it runs at 144 Mhz. Others suggest the reason is because you have 2 monitors.

I do infact have 2 monitors, however both are running at 60Hz.
I strongly believe the fault is with the Nvidia drivers, about half a year ago i reinstalled my OS, and before i did this, I had never encountered this problem.

Sometimes rebooting will fix this and when idle, the clock usage drops down to 2-3% however im looking for a more permanent solution.

So any ideas on how to fix this?

i7-4770k
EVGA GTX 780ti
2x8gb G.SKILL DDR3
ASUS Z87-a

ASUS VE228HR @60Hz
DELL E207WFP @60Hz

    Sounds like your pc may have a virus. Scan your pc for viruses with some up to date anti-virus software.

    I scanned with both AVG and Malewarebytes, all together they detected 3 objects, nothing that seem to have been related to the problem.
    I have disconnected my second monitor, and since then the problem have yet not appeared. I'm gonna let it run for abit to see if the problem comes back without the second monitor before connecting it back again.

    When on the desktop, the GPU grossly underclocks to save power. So 90% usage wouldn't be uncommon, since we're talking 90% of a very limited resource. What I'm confused by is that you're saying this happens when you're doing nothing, but this causes in-game FPS to cut in half. I would consider "doing nothing" and "playing a game" to be two opposing scenarios. So please clarify exactly what you're doing when this happens so that some of us can help you troubleshoot this.
     
    Additionally, have you tried the power management mode in NVCP? Open your NVCP, manage 3D settings, and change power management from adaptive to prefer maximum performance. Please see if that helps at all.

    Well using EVGA OC Scanner i can see that my clock is running at above 1000mhz  when it happens, normally it should be around 300-350mhz.
    I can't exaclty say what im doing when it happens since it happens at random times. Normally it starts off while im at the desktop, sometimes while in-game and sometimes its there right from start up or my computer. And if a try to play a game i normally have 100+fps in i instead struggle to reach 50+fps. I guess the gpu is prioritizing something that really isnt there? or perhaps its prioritizing my second monitor?
