If I have my monitor connected to my top card I get the bios splash screen and the Win loading spiral then the screen blanks and says NO DVI SIGNAL. When I connect the second card to the monitor I get no bios splash or Win loading the screen blanks and says NO DVI SIGNAL then it goes straight to the Win log in. I have Win 8.1. Any ideas.

Sounds normal except for the no dvi signal part.

Y wont the Win come up when the monitor is plugged into the top card? I dnt understand y input changes when I put the monitor into a diff card, shouldn't what is displayed be the same regardless of what card the monitor is plugged into?

Maybe you have a corrupt graphics driver install? When I have my monitor plugged into my top card I can see the bios splash, win loading spiral, & desktop displayed. When I have my monitor connected to the second card I can't see the bios splash or win loading spiral, but the desktop shows up after awhile.

I just in stalled the new 352.62 driver and this issue has been around since I installed win 8.1. could it be the intel graphics  adapter update that continually fails to load? Or should I do a fresh install of Win, or refresh my win install? the update is intel graphics adapter1.1,1.2 and1.3. I checked in device manager and it has the yellow sign and says the device is not working cause win cannot load the driver needed for this device.

I doubt that is causing the problem since it's not loading the driver. The iGPU shouldn't be active & the drivers shouldn't be installed when using a dedicated gpu. Have you tried cleaning your drivers using ddu then performing a clean install of 353.62?
