My new (used) EVGA 770 is underclocking in games due to power

Hi, I ordered a used GTX 770 from someone and it got delivered today. I installed it and tested it and noticed that the core clock and memory clocks underclock significantly, with GPU-Z telling me this is because of PWR. For instance, running furmark underclocks me to 670MHz from the base 1111Mhz.
 
I have checked all my connections including the actual pci slot, the two 6 and 6+2 power connectors to and from my GPU and everything but it all seems okay to me. I have a Corsair CX500-M (500W) power supply. Everything worked fine with my previous graphics card the GTX480 which I think consumes much more power so I doubt its a lack of power delivered from my PSU. GPU TDP reaches around 50% in furmark by the way, and power % reaches 100%, even in stuff like unigine heaven and some games.

    Furmark will throttle the card. Raising the power limit/target should get rid of the PWR reading in GPU-Z.

    Furmark will throttle the card. Raising the power limit/target should get rid of the PWR reading in GPU-Z.


    I've tried doing that but power still remains at 99% and the core clock throttles down. It's not just in furmark, it's it a lot of demanding games such as GTA 5 and like i said the unigine heaven benchmark.
    I've cleaned my nvidia drivers and installed them fresh as a side note so it's not that either

    • 600 Watt or greater power supply with a minimum of 42 Amp on the +12 volt rail.****PCI Express, PCI Express 2.0 or PCI Express 3.0 compliant motherboard with one graphics slot.

    If you continue to hit the pwr limit the card will throttle. Did you clean the drivers with ddu before reinstalling?

    Yes, I see that. That's not what is causing his card to throttle though.

    Yep i've used ddu and installed the drivers again but to no avail.
    Just played cs:go match and experianced a 2 second hang and finally what looked like the drivers crashing and i couldnt go back into the game so I had to close it. Went back into afterburner and it reported some ridiculous power % (something like 4853259%) and a ridiculous memory usage (478238472MB) so I restarted afterburner to come back to it not recognising I had a GPU in my system, same with precision X
    Restarted my PC and its back to being recognized again.
     
    Oh and additionally to make sure its not the capacity of my power supply I removed my CPU's overclock, but it throttles to the exact same amount.

    Are you sure you're not getting it confused with gpu usage %? If you have the power limit/target set to 106% then you shouldn't be throttling due to pwr if it's only using 99% of the 106%.

    You have Precision and Afterburner installed at the same time? Only have one or the other installed. If you have both installed at the same time, uninstall both, restart your computer, do a fresh install of the video drivers, and then install only one or the other.

    It seems more likely that this is a software issue; bad drivers, conflict with installed tuning tools, or improperly modified video card BIOS on the card. But, if you exhaust all options for fixing this via software, you may consider that it is a hardware issue caused by faulty, damaged (shipping or handling), or improperly modified current sensing resistors on the card.

    Just did what you said ty_ger and it's still throttling.
    Here are graphs of:
    Furmark: (notice how once I close furmark on GPU load, it still continues to throttle hard for quite some time it did go down eventually to perfcap util after going on heaven and closing it straight after)

    Looking back at the picture I took of the card as soon as I took it out of the box it was there on that photo too, so it's definatly not my fault! Seems like some kind of scratch

    Looks like flux material. Which 770 do you have? Part number? Have you tried flashing a different vbios to the card to see if it helps stop the problem?

    It's the EVGA 770 SC. I'm not too keen on flashing the bios as I don't know how to do it and I'm too scared that it will break something in the process. Playing GTA V today and monitoring the clocks and power % it seems like its fine on that, maintains a healthy 1205MHz and can even be overclocked. It just seems to be furmark and the super intensive unigine that throws it off and makes it underclock. Think I should follow the problem up?

    The card shouldn't be throttling inside heaven. I'd contact evga tech support and ask them what is up with the card throttling inside heaven. The vbios on the card most likely needs to have a few things changed to correct the issue.

    The card shouldn't be throttling inside heaven. I'd contact evga tech support and ask them what is up with the card throttling inside heaven. The vbios on the card most likely needs to have a few things changed to correct the issue.


    I don't have my serial number though, or I don't know where to find it anyway the owner said he doesnt have the box anymore

    which one of the three stickers has the serial number? I've tried what the leftmost one reads but it isnt picked up in the product registration, the right sticker reads a C/N and BIOS version and the middle sticker reads the part number and another code

    Looks like your card is missing the serial number sticker.  
     
    What's the vbios version sticker read?

    AIDA will also conflict with Precision and Afterburner. This has been documented. Any other conflicting utilities to report? You should not use any two peices of software which read GPU information at the same time.

    its a 2GB version, it's not too risky is it?

    Oh and AIDA doesnt run in the background, only when I want to get in depth information it's rarely used for me


    As long as the power doesn't go off while flashing the card you should be ok but anything could happen.
