*UPDATE*
Solution:
1.) kill all NVIDIA Background Tasks in Task Manager
2.) Uninstall all NVIDIA software (residue from your previous Windows build)
3.) Restart your computer
4.) Run the NVIDIA installer package.
If that still doesn't work, I have found somewhat of an odd workaround:
1.) Get to the screen in the NVIDIA package installer where it says NVIDIA Installer failed
Graphics Driver's Status will say "Failed"
All other components will say "Not Installed"
2.) Do not close the window. Leave it open
3.) Go to Settings > Update & Security > Windows Update. Allow Windows Update to grab the driver
4.) Do not run the NVIDIA installer package again (it will revert your display adapter to unrecognized).
For some strange reason with this method, Windows Update will only properly install if the window for the NVIDIA package installer is still open. You will not have any of the other NVIDIA components, only the driver.
