x58-e758 boot loop after installing 970 sli

Okay so I have been running an evga 970 sc for a while and everything worked great. Then I purchased another exact model 970 to run sli and I have been having problems ever since.  The computer shows the motherboard but once it gets ready to show the starting wiindows screen it restarts. 
 
I have tested each card by itself and they work fine, I uninstalled the nvidia driver, reinstalled the hotfix driver, reset the bios a few times, and reloaded a memory overclock that i was using. I also updated the bios to 83.  I did get the computer to start up after changing the "reset configuration data" to enabled. I tested sli and was getting 148 fps in arkham origins so I know it was working.  But obviously Im back to the loop. Only worked for one boot. I also put a hirens boot cd in to see if it would run something else and it worked fine. I then tried to put my windows 7 ultimate dvd to repair startup but it will say loading files and restart before it gets to the windows screen. But my 32 bit copy loaded just fine. 
 
I have the evga x58 132-BL-E758 motherboard
12gb of corsair 1600 ram
intel i7 920 processor
evga 970 sc sli
1000 watt evga galaxy PSU1 
1tb hybrid sshd 
1tb hdd
Running Windows 7 ultimate 64bit
28.5' Hannsg LCD monitor
