Whats wrong with my GTX 980 TI? Is anyone else having issues?

I have researched and scoured the internet to find a problem to this issue but no one else seems to be having it.
 
Basically I bought the GTX 980 TI a few weeks ago and plugged it into my old mobo. (P67 ASROCK Extreme4 Gen3). It had a I2500k and 4GB of ram. Removed my old GTX 680 and put this new one in. Up comes error code B2 (LEGACY OPTION ROM INITIALIZATION)
 
There is no post, my monitor is completely black and I have no luck getting this thing to boot or start.
 
Doing research online had lead me to believe that I needed to update my mobo's BIOS, as I have exhausted all my other options. Reseating, updating drivers, ect. I did that, and still got the error code. I contacted EVGA support to be told in a small paragraph that "yup, that sounds like its the problem".
 
So I went out and ordered a completely new computer.
 
Maximus VII Hero Mobo.
I4970k Devils Canyon.
8GB Corsair Vengenance.
750W PSU
 
Put everything together, start her up, another B2 error code! Same thing happened as with my first mobo which is 4+ years older. I did all the tricks, updated bios, graphics card drivers, nada, zilch.
Do I have just a dead card or something? I have no idea what to do at this point! I want this card bad, but it seems it doesn't work. Also my old mobo didn't have a internal plug for video so I absolutely needed a graphics card. On my new one, I have one, and I plugged it into my motherboard while the GTX 980 TI was in it, but still it didn't show me a screen. I put my old GTX 680 in my new computer and it runs flawlessly.
 
Please, if anyone can help I would appreciate it! I really want to use this card!!!

    have you tried a different display / tv ,anything?

    I do have a HDMI cable that I tried hooking up to my same monitor, but that did not work. Even when I have my video plugged into my new mobo, it still won't post for me to see anything on the monitor. I'm pretty sure its the card at this point, or i'm using some old tech monitor, but I'm using the right cables (and it works on my GTX 680) so i'm not sure what the deal is!
     
    Also I went around the forums to see what other issues people had. One guy is having issues (not specifically mine), but we have the same motherboard. So I know for a fact the card is now compatible with my mobo.

    If you've changed literally everything except the video card (whole new computer) then odds are the video card is defective.

    I have same problem with asus maximus IV extreme(latest bios.legacy-rom) and gigabyte g1 gtx 980ti...no signal at all(displayport/hdmi).Seems like we did try same tricks to solve it,but nothing seems to help.
     
    Tested gtx980 and 780TI and both are working fine.Swapped gtx980Ti to another rig(maximus hero/4770k,using dvi-D) and it is working perfectly.Going to swap asus swift to this rig and test if displayports/hdmi are actually working at all and aw2310-monitor to Iv extreme setup to see if dvi-d is working....Kinda doubt it since bios do not find 980ti at all.
     
    Running out of options.
     
    Edit: card runs fine in another pc with displayport,so theres something wrong with extreme IV + gtx980ti setup.

    i have the same motherboard and cpu,8 gig trident x and a 980sc.
    no problems at all, have you tried resetting your cmos on the board.
    also move the 980ti to a different  pcie lane.
     
    try display driver uninstaller in safe mode.

    I gave up.Getting new mobo+cpu today.

    I sent my card in for a RMA. I'll let you know if the new one works like it should, WHICH it should. If it doesn't, I'm going to be so freaking mad.

    Installed new mobo and cpu...working fine now.

    any helpful tips? I already sent in my card for a RMA, but I bought a new mobo and cpu and still had the same issue!

    I was having a similar issue. My board didn't show an error, but would just hang at the BIOS splash screen. I had to unplug my 980 Ti, plug in a different card (I have no on-board graphics) and then go to the bios settings and find the PCI-E ROM type. For some reason, it has to be set to Legacy, not EFI Compatible.

    OP, how is/was your GPU connected to your monitor (DVI, HDMI, DP)?  Are you absolutely sure that the Q-Code you received is "B2" and not "62"?  If it is a "62", I may have a strategy for you to try, but it seems that I may have read this post too late, as you had already sent the GPU out for an RMA.

    Had the same issue with a GTX 970. Problem was solved by updating motherboard bios and using legacy instead of UEFI boot.
