I'm setting my Bios to target memory frequency for 1600, but only getting 1400?

I'm not sure what I'm doing wrong, under the memory settings in my bios I've set the memory frequency to target for 1600 mhz but I think I'm only achieving 1400.  Am I'm reading this wrong?
 
 
I have an x58 evga e758-a1 motherboard in case that helps

    It's probably your memory frequency ratio in the BIOS.

    Here is my BIOS settings, can you tell me where I went wrong?:   Also what is this feature for?  "Turbo Performance: Disabled"?

    But i have a Westmere xeon x5690 not an i7 900 series bloomfield
     
    In the bios it says the westmere-EP/gultown is supposed to be 1.5x while the bloomfield is supposed to be x2
     
     
    EDIT:  So I went ahead and did as you suggested and changed the CPU uncore frequency to X24, it still didn't change how cpu-z read the memory frequency, still showing same result as the one I posted in the screenshot.
     
    The only thing that changed was the NB Frequency.
     
    Is it possible the ratios beyond 2:10 such as 2:12 are not properly working on my motherboard?  Again I have an EVGA e758-a1 and I've set the ratio to 2:12, but in CPU-Z it only shows as 2:10, what's going on? :(

    Yeah, it could be your verzion of CPU-Z, you might want to try another version. Are you running the latest BIOS revision for your board?

    Yeah, it could be your verzion of CPU-Z, you might want to try another version. Are you running the latest BIOS revision for your board?




     
    Last time I checked was about 2013 or so and as far as I'm aware the BIOS I had flashed to was the last official update that evga was going to issue, which was years prior to 2013.
     
     
    Are there any CPU-Z version you recommend I try?  Thinking about having to go through a bunch 1 by 1 is frustrating me already
