What's wrong with it?

I have everything I enable fastboot. It will boot straight to bios if I do a cold boot. Will only load windows when I click Save and Exit [Warm boot]. If I disable it, it loads straight into Windows just fine.

Is it bugged or something?

Things to note

All drives are GPT formatted. My SSD is the primary boot device.

Running Windows 8.1, Fast boot is the only option that affects this from my testing.

    Fast boot is not bug'd.

if you read what fast boot does " initialization of minimal set of devices required to launch active boot option "

primarily use for testing and BBS boot

Considering I had this enabled on my ASUS RIVE and never had this issue. I would say yea, it's not working as intended compared to other fast boots.

Can you please post screenshots of your BIOS the first and the last page in the BIOS?

IMO, Fastboot should not work the way you describe.  It should just cutout the flashscreen and crud.

If you are experiencing issues, you can try flashing one of the other BIOS on the board with the most recent file available.  All fast boot will do is allow the system to skip the check for boot devices and boot from the last device used.

I could try that on one of other bios. But doesn't really resolution the issue overall. Since I'm using 2.13.

I posted pictures of my bios, What sata ports are you using? I'm using 1 Intel SATA3 (SSD), 1 Intel SATA2 (storage drive), 2 Marvell for my RAID0 (game drives)

and do you have your CSM enabled?

I'm using the Marvel for my Samsung pro ssd 500 G as the boot drive. Using full EUFI bios no legacy settings. I also have 2 125G ssd s for cache system swap file and storage. Also have 1 WD platter drive for backups. On my phone right now. Will chage to my tablet later to see your pic.

Weird. Same exact thing happens to me now.

If I cold boot the system it goes straight into bios.

If I restart from windows it boots straight back into the BIOS.

Only when I save and reboot from BIOS does it go straight to windows.

Fastboot: I have EFI set for VGA and USB all inital and Network controller on
    Bios 2.13

using only the Intel Sata ports 1 and 2

    CSM is disabled.

Okay so I've been tinkering with the fastboot and boot device priority.

I've always had 1st boot device as windows boot manager and having no other boot devices listed.

I've changed  the boot priority to nothing across the board. having no devices listed in the boot priority menu.

I only have UEFI BBS device priority set to windows boot manager and now fastboot work normally.
I can cold boot, restart from windows without a hitch.
Warboy give that a try and see if it resolves your issue too.

    I'll try that.

My current setup if I change it to ELEET controlled multiplier, it fastboot works fine. But seems cstates automatically reinsert themselves even if disabled. If Manual multiplier is selected, fast boot doesn't work.

    Hmm, strange.
im using manual clock multiplier. I don't use eleet tuner.
Fast boot works for me that way. The only hitch I found was the boot priority menu.

Using your method works too, that's pretty strange.

Also use Realtemp's i7TurboGT.exe and it still shows the multipliers in flux. With both manual and ELEET options for some reason.

How do you have your EIST, turbo and C state's as?

mine are like this. If you are using stepping then of course you will see your clocks varying in windows depending on the load of the CPU.

I have mine like that, Just with a x47 multiplier.

Check the app yourself. Looks fine in CPUZ on the cores, maybe its reading it wrong? I have no idea. This whole boot case seems to be weird and not how it's suppose to act.

    I use AIDA64,
everything is as it should be across all cores for me.
    I use to run 4.6ghz @ 1.395Vcore
but didn't see any performance gains in gaming. went down to 4.2ghz. better temps with smaller rads. longer life span.

Ah. I have it at 4.7Ghz @ 1.4 volts with no vdroop changes. So that's not bad. Reasonable temps. I'm working on gathering parts to go full watercooling since I'm using a H105 right now. My Titan X just gets too hot on that VRM, even with a backplate.

I'll post some shots of my setup and I don't have to remove any drives from the list to work.
CSM is disabled. Windows Boot Manager shows up In the #1 position of the UEFI Boot list.
The pen drive is not normally there, just using it for screen shots.

    Here you go:
The temps in the bios are not correct as you can see in the Windows screen shot they hover around 30 or below.

I tried this, and my fast boot time improved. Good call.
