Is running at 100% bad?

I see my Titan X SC running at 100% power and utilization. Is that bad? It's temp is about 70C which I understand is normal. Seems to perform well too. Just curious. I'm running 4K with some games which really pushes the card.

My specs:
Asus P8Z77-V Intel Z77 | Intel Core i7-3770K 4.7GHz | Asetek Liquid Cooling System | 16GB DDR3-1600MHz Memory | EVGA GTX TITAN X SC 12GB | 240gb Intel 520 Series MLC SSD | 1TB 7200rpm SATA 300 w/NCQ | 850 W Corsair PSU | Windows 7 64-bit

    You could even use Precision and set the power limit higher if you wanted so it could be 110% for better performance.

    100% power limit is for wimps :)
     
    But seriously, default limits/settings (which are set in the bios) are SAFE. So even at 110% you have nothing to worry.

    I take it that you are not talking about 100% in an Idle State but while gamming? Then Great Card you have.
    Are you enabling K-Boost?

    I do not think the OP is talking about Power Limits.
    But if the OP is then at 70C at 100% I would Max out EVGA PrecisionX 16 Power Limits and Voltage to see where my temps end up at.

    Why would it be bad?
    Unless you're doing something that isn't intense then no it's not bad
