I have no intention of sticking the card in my computer after seeing the chip laying in the plastic. However I am unsure if I should rma it with EVGA or Newegg which is where I purchased it from.

Inspect the card first to see if it came from the card. If you don't see anything missing try and power it up. No need to RMA if it didn't come from your card.

Yea I'm quite confident the chip is off the card, I've matched it up to a spot labeled U513. In the image I linked it's the 8 pronged chip that is to the right of the screw that is on the top left.

I cannot see the missing Chip in the Photo, can you also post a Photo of our Card and the Chip to compare.
Click on Image for a Larger View. Like what Sajin above said, it may be a chip from the assembly line or worker.

Most of had a ruff shipping, who was the Shipper?

sorry that was an image I found via google to reference it.. here is an actual picture of my card and the chip, Newegg shipped it via UPS Surepost, so it got handed off to USPS for final Delivery.

With that you should send it back from where you got the card from for an exchange or refund.

Good job of inspecting the products before installing it.

great job Poontard, one should always inspect products prior to installing them. no matter if brand new or second hand, you did it right.
this is most probably not a shipping issue alone but bad soldering - maybe just a combination of both.
