Use  DiskPart and do a clean on the SSD drive.
CLEAN - Clear the configuration information, or all information, off the disk.
 
Going between Windows 7 and 10 this was the only way Windows 7 would use the drive.
This is what is use to clean (DiskPart CLEAN) my drives.
SABRENT USB-STP3 USB 2.0 to SATA 1.8-Inch/2.5-Inch/3.5-Inch/5.25-Inch /SSD Hard Drive and CD/DVD-RW Adapter
 
I only use the One USB Cable that has two ends on it, one is for Power the other is for the Drive.
It also comes with a Power Supply.

I forgot to mention that.  I did use the diskpart to clean and partition the drive proper as well.  Problem persisted.

"and partition the drive proper as well." DO NOT Partition the Drive, Only use the CLEAN Command.
Windows 7 and up have a custom Partition and the Install of Windows is the Only way for it to be created.
With that said is your Motherboard Bios Current and is the Bios Cleared and set to the Optimized settings?
That small Red Button on the motherboard will clear your CMOS Settings.
Do you have the Bios setup correctly for your drive?

I'll try your edited post and make sure it's just clean with no partition yet.  I'll give it a whirl and be back in a bit.  Thanks!

Have you ever install an OS on this Motherboard?
What SATA Port are you connect to, it should be 0 or 1 (6GB Port)

Yes I am responding to you on the pc right now on the hdd Win7 install.  Sata 0.  All 4 ports on this MB are 6Gbit.

So you are on a standard SATA III Hard Drive then.
When you try to install the OS do you disconnect that Drive?
Have you look on Samsung Support Site for any help?

I wonder where all the other Z97 Stinger Wifi Owners/Users are tonight?
Is your SSD Drive New?

Remove the Wifi/BT card and try an OS Install.

I take it you have tested with different SATA Cables.
I would test with the Wifi/BT card removed at least one time.

I am having the same issue,  Z97 Stinger Wifi & Samsung 850 EVO, getting 0x8007045D during window 7 install. Tried a different hdd and the install worked fine. Use the 850 EVO on other computer with no issue.

I'll let you know what happened with my situation in the end....

After following advice on the forum and sending a ticket in to EVGA, I removed my Asus R9 280 video card and also plugged my ssd to the sata3 slot rather than sata0, sata1 or sata2 and it worked without issue. Plugging the vid card in after win7 installed was still fine with no issue...

After all the previous things I had done with diskpart, flashing bios and ssd firmware to no avail......perhaps it was just the particular port that solved it.

By this time though, it didn't matter. I had grown to really not like multiple things about the board. The layout left cluttered cabling no matter the routing, the back io plate cover could not be installed due to my corsair h110i hoses needing proper space, the cpu power plugin was pushing very hard against the h110i radiator (hard to the point where a screw had to be removed from the fan to make required space to even make it possible)....also the h110i cpu block had to be mounted in a less than desired direction due to the memory being placed too close to the cpu thus the h110i hosing protruded a wee to much and memory could not be installed.

This board fought me all the way. Perhaps it's fine with many other builds, but God help you if your case is a Corsair 250d and you have the Corsair h110i!

The board was also unnecessarily picky with my Samsung 840 pro 256 gb.
