Z87 Classified Fan Headers

It appears from the manual that the two CPU fan headers and the "CHA" fan headers are all three pwm, however I can test it and clearly only the CPU fan header is actually a PWM header... Is this correct? 
 
Also, other than speedfan is there any software capable of changing fan speeds in windows?

    EVGA does not currently have a fan control software specific to their motherboards, unfortunately.

    As far as I knew, the CPU_fan and CPU_opt were the only 4 pin/pwm headers. I know for a fact the rest are only 3 pin, and that has been one of the ongoing complaints to date.

    Sad to see that since my P55 FTW 200 nothing has changed. 
    In the meantime I had an Asus 990fx,ROG Impact and Gene. Especially the latter two are exemplary on fan control. 
    Now I have replaced the 990fx with the z87 classified. There were 2 features that made mychoice:
    The classified looks cool as hell! 
    The classified has switches to disable PCI slots.  Very important when you are running a (Areca)  Raid card which takes three minutes to power up.  And you need the data only once a month.........
