There is no definitive proof that there will be a 980 Ti. Even if there is going to be one, which I wouldnt entirely doubt, why would that make houyou a fool for buying a 980? Even gogoing by rumors, it would be late summer before it came out. Never understood people who always wants to wait for the next technology advancement. Why buy a Haswell CPU with Broadwell coming? Why buy Maxwell with Pascal coming next year?

You made a good purchase, theres no need for regrets. If, and thats a big IF, a 980ti comes out before your 90 days is up, you should be able to stepup provided you go through the necessary steps.

    Dont sweat it.

If there is a Ti and it is announced at the 80 day mark, you possibly won't be able to step up as it will be anywhere from a few days to weeks before it is even released.

Imagine EVGA GM200 6GB Classified base clock 1200MHz, 1300MHz Boost.
That could be nice peace of hardware for gaming.
That's not impossible, similar was with first and second generation of Kepler.
Some overclocked models of GTX780Ti had same clock as first generation GTX680.
Now market is maybe even ready for two new models GM200 6GB 3072 CUDA and GM200 6GB 2700 CUDA under name GTX990 and GTX990Ti. Or single card. GTX990 will be nice complet with Intel X99. I would like name GTX990 rather than GTX980Ti.

Would a 980Ti even be eligible for step ? I was told that it's most often restricted to to base model cards and the current 970 options are not typical .

The Ti model is still a reference model. The 980ti ftw /980ti classified wouldn't be reference.

If you buy good equipment it holds its value pretty well. This is how the highest end rig builders stay in the game.

    Game Rig ~ Intel i7 4790K 4.6 @ ~ EVGA ACX SC GTX 980ti(Soon upgrading to 1080TI DT ftw3) ~ Corsair H105 AIO Cooler(w/ stock fans), MX-4 TIM ~ Seasonic 750w Platinum ~ 16gb (2x8gb) G.SKILL DDR3 1866mhz CL9 @1.5v ~ Samsung Pro 960 500gb nvme SSD w/ Win 10 Pro 64 Bit + 10tb ancillary storage ~ Asrock Extreme6 Z97 ~ NZXT Source 210 ~ Dell @ 1440p144hz/Gsync

    I would bet there is no 980 TI and it's a 990x that's released.
