970 Memory speed 6000?

I currently have a ticket open with EVGA on this but I thought it wouldn't hurt to ask this here also. I've started to notice something strange with my 970 SSC+ recently. If I run a benchmark or anything that stressing the card outside of a game the core/memory speed will read 1405/7012 but when playing games such as BF4 or Evolve the GPU core/memory speed will read as 1405/6000mhz. I have performed a complete uninstall in safe mode and clean install of the drivers but the issue is still there. The odd thing I've noticed is that after the fresh install of the drivers the first game I play the core/memory speed will be correct but once I start a new game be it the same or something else 6000mhz returns. I haven't really noticed any performance difference yet such as stuttering etc. but I only started noticing this last night so I haven't had much time to look at my avg frame rates. In my search to find an answer I managed to find one post that makes comment to this but that's it... no resolution or further discussion. I've used GPUZ, MSI After Burner and overclock scanner to monitor the vitals and they all display the same....

    I think I've just experienced deja vu with that link lol. The only thing I'm running is games such as Evolve, BF4 and Planetside 2 and/or benchmarks such as Heaven and OC Scanner.

    I just found this bit of information. This leads me to believe the driver has determined it doesn't need to work as hard similar in the way the GPU shows low utilization in some games.

    Detailed Description
    The GPU performance state APIs are used to get and set various performance levels on a per-GPU basis. P-States are GPU active/executing performance capability and power consumption states.
    P-States range from P0 to P15, with P0 being the highest performance/power state, and P15 being the lowest performance/power state. Each P-State maps to a performance level. Not all P-States are available on a given system. The definition of each P-States are currently as follows:
    P0/P1 - Maximum 3D performance
    P2/P3 - Balanced 3D performance-power
    P8 - Basic HD video playback
    P10 - DVD playback
    P12 - Minimum idle power consumption
