New build doesnt post to BIOS, No display [Help]

I have an issue I just can't seem to figure out. I have just purchased a ASRock X99 Extreme4 mobo with a i7-5820k. I set everything up in my case, I go to power it up and all of the fans spin but I get nothing. No beeps and no visuals on my monitors. I have a 650w psu with a GeForce 470(I know it's old)

After doing a bit of looking I have seen various "Haswell Ready" power supplies but have also read that it only affects the sleep state for the processor. Anyone have a possible solution to my issue? I have tried all of the basic troubleshooting methods, pulling sticks of ram, gpu, ect.

i7 930 @ 2.8 ghz (I suck at OC'ing)

    I just (last night) had a similar issue with a recent build and unfortunately I think mine is the motherboard.  Do you get any hard drive activity or is that light flashing on the case?  If not, it is probably your motherboard.  I will call support on mine.  I will update you what I hear.  Has it ever booted?  What are your specs?

    RAM: G.Skill Ripjaws4 DDR4-2400 16GB
    GPU: GeForce GTX 470
    PSU: LEPA MX-F1 N600-SB 600W
    HDD: 2x OCZ 512gb SSD in Raid 0


    After looking into my PSU a little more with someone online reviews. Do you think that could be my issue?

    Take it out of the case and see if it works on a wood desk or piece of cardboard.

    I cannot tell if your board has the Debug LED or not. If it does, can you read the code and check the manual and see what the error is?

    The LED bug code is a good idea. Mine started to POST again, so it's the motherboard. Will RMA it, but I need to tear it down. Turn the rig off for a while, couple of hours or an entire day. Then try and reboot. I suspect the issue is with your PSU. Take it out and test it. You can buy an inexpensive PSU tester. For any person working on a PC, it's as important a tool as a screw driver. This will tell you if your PSU is good or if it has a problem.
