SuperNOVA 750 G2 never quite Off

Just installed a SuperNOVA 750 G2. When I power down the computer there is a still as small amount of power going to the components.

There two 140mm fans, one powered by the mobo, the other to a fan controller which is plugged into a molex connector on the PERIF even when the controller is at minimum. While neither spins when the system turned is off, both continually twitch, clearly getting some small voltage via both those ports on the PSU. A 120mm fan, also connected to the fan controller/PERIF, actually spins at what appears to be a leisurely couple of hundred RPM, again with the controller at minimum.
 
This happens when ECO mode is on or off. Even turning off the power switch on the PSU does not stop it.
 
Is this by design? Does not seem very "eco" and possibly bad for the fans.

    Hi Noirceuil! Sorry if there was any confusion on the function of Eco mode. This feature is meant only for the PSU fan to operate only when needed in effect reducing any fan noise when the system is idling. The 120mm fan attached to the controller or the controller itself may only be able to reduce the fan speed but not completely halt its function. I really can't make any sense of the fans twitching but my guess is it could have something to do with minor residual power fluctuations contained within the PSU.

    I have my case fans connected to PERIF and they completely stop after I power down the PC
