Is my psu a dud?

I wanted to test the components before I stuck it in the case, the parts are i3 4160, gigabyte h97-wifi, intel 120gb ssd. Plugged everything together, I was wearing a anti static wrist bracelet and plugged the psu to the wall, flipped the switch and nothing, no movement or lights, I do have a milwaukee multimeter and wondering what to test to make sure its the power supply?

    The vast majority of EVGA power supplies will come with a device included to simulate the paper clip test.

    If you do not have the device that Tech_Erik mentioned, I have a few spares. I can fire one over any time, just let me know.

    With some models customers get Bridge tool but pictures not show him. 
    Example 1200 P2, I got but pictures didn't show him. 
    I knew I will got because I saw on You Tube before that.

    Double check see if it has a volt type switch on the PSU it might be flipped to wrong setting / house fuse ?
