GTX 980 Classified (OverBoost/OverVoltage/GTXClassifiedController)

Hi All,
I recently purchased 2 x gtx 980 classifieds( 04G-P4-3988-KR), and to be honest, I have been really disappointed in them. I hope this disappoint is due to my inexperience in overclocking, so I hope someone can point me in the right direction.
History:
I have used precisionX 16 5.3.1/5.3.0/5.2.9/4.3.0 and all of them have given me trouble.
1) I tried to use overboost and set the desired voltage(for example 1.25v) but for some reason it bumps the voltage up to 1.4v+

2) I tried to overvoltage +37mv but the card still measures the same voltage. Also if I use one card it volts to 1.212v but if I have them in sli one gives me 1.2v and the other 1.188v
3) I tried to use gtx classified controller to set the voltage at 1.2v and the card starts to throttle down and destroys performance.(Some how Hardware Asylum did this successfully)

Questions:
1) Is this normal? As I have seen other posts with similar problems and they got RMA's on their cards but I find it hard to believe two cards have the same problem.
2) How do I unlock it's potential if it isn't broken? 
3) If I get some EK waterblocks, is their a good bios that I can use for 24/7 use?

    my EVGA GTX 980 classified has exactly the same problem, i´ve yesterday get in touch with the evga-support and they will call me back today.
     
    I´ll update you as soon as I get feedback from them.

    Not really, called evga support multiple times, the only answer was, that there is an issue regarding precision x with the new cards and they´re working on it^^. With the newest update i can only set voltage to max 1,3v which precision shows on the screen and the temperatures seems to be in an normal range which doesn´t help anyway sadly there is no step up programm to a better card... have paid a huge amount of money for a "special" card which isn´t special at all as normal GTX 980 overclock far better then my classified does, my next buy will be an other vendor i think, as the product and the service doesn´t meet my expectations....
     
    spending multiple days with technicial service desk which doesn´t want to answer my questions or isn´t able to understand the questions is very lets say disappointing for a premium product like this. than called the german helpdesk as i´m austrian and the guy on the phone promised me a call back which never happens, however next time i will forgo evga as nothing meets my expectations.
     
    Hopefully you´ve more luck with them than I had.
