GTX970 FTW Won't boost to maximum clock speed

I just purchased the above card. I purchased solely for playing prepar3d. When I play p3d the maximum clock speed I have seen on precision x is only 1000mhz. As I understood the card has a base clock of 1200 and boost of 1350 so I presumed it would power up to 1200mhz and then boost to 1350 if required. I previously had the gtx570 sc and it was always at max clock speed.

My main problem with prepar3d is that I have blurry ground textures and they take sometime to sharpen up especially distant textures and I'm wondering if the clock speed of the graphics card is the culprit as its not running at full speed........ As I have tried every tweak for P3D to make the textures load quicker without success.

Can anyone help me with getting my card to at least maintain base clock and now downclock.

    the GPU clock depends on the GPU load, it clocks as much as just needed.
    can you monitor the GPU while playing using GPU-Z and paste the result here?

    I also had a gtx970 ftw and the with the same problem. It seems that the card can't give enough power to the gpu. Also had huge coil whine. Solution? I sent it to RMA through the shop, it was taking so long and with all the fuss around the VRAM I ended up getting a full refund. Now I own a GTX980 built by nvidia.
