I am going to have to try that tomorrow morning. I have to grab some sleep. Work in 6 hours. Thanks for all your time and help. 
 
I fear the re install that is probably coming. 


No problem. Hopefully the nvidia customer help article can help narrow down your issue and prevent a reinstall. Let me know how it turns out tomorrow.

As it seems to be a rights issue..
and i am on limted time today.
I created a new user account on my PC, gave it admin rights. Ran full Nvdia install not a single error/fail. >.<
So it leads me to believe that this driver install issue is a result of something going screwy in my main account since it is split between 2 drives.
as I mentioned I have a SSD C: for OS. and a 2TB HD for all libraries, and other crap but not related to the windows install. I can live with this untill my next fresh install which hopefully wont be till Q4 2015 (Win10).  now to try and figure out TItanfall's instability. I am going to update bios tomorrow. as it seems my mobo has had about 5 revisions since I got it. I am on 2.20. latest is  3.10 from june.
 
I appreciate all the help so far. I know when helping others I assume its just something they didn't think of or didn't know and when it turns into 2 hours of help its mind racking.

It is important to note, with the 780's and 780Ti's they are hungry for power.
 
You said 6 virtual rails? What manufacture of P/S do you run?
 
As an example, on ONE rail with say a Corsair TX650, it has a MAX of about 42 amps on the rail.
 
How many AMP's does your card get? 
And how many amps does your P/S give any rail at a given time. It would sound to me like 6 Rails on a 1200 Watt P/S would be 200Watts per Rail.
