It did not seem to respond when I tried adjusting it. I even set it to OFF, and restarted but the fans were still happily spinning away at top speed. Maybe I did something wrong?
There is a "default speed" value in each smart-controllable fan header in bios, try lower that down to zero , you should see the fan stop spinning after reboot. If that works, tweaks again that default value against others
