A very sad year for our family, last week my Uncle died. He was accidentally involve in a shooting incident in our province, and today around 4pm (Philippines time) my grandmother died due to lung cancer but not yet release in the hospital because the bill is not yet paid. The hospital bill is way too high so I have no option but to sell my PC to lower down and help my family for the bills.

Yes, sad to say but its true, the bill is around 600k pesos (13605.67 USD)

How much is hospital bill, here in Serbia 99% of things in hospitals are free for people with insurance. And for insurance you only need citizenship, address, papers where you born. If you need to pay something that's usually 10-20% tax but not on everything, many things are free. You can be in hospital 6 months for free, with 10 operations and everything else, medications for cancer are free,... Even parents get full monthly payment if children have cancer and they can't go on job. But such system have and own flaws... But you can't stay without house because you born child before time and ambulance transfer you in hospital and you can't pay 100.000 for week bills.

The bill is 600k pesos, I'm not sure if this bill is already discounted because she also had an operation plus the months she was confine in the hospital.

Sorry to hear the bad news.
That's a substantial amount of money. Here in the US when you have a hospital bill like that, you can usually get the hospital to settle for less if you can pay up front. My mother had a bill for 5,000 and when she got together about 4,000, they settled for that and said the bill was paid. Not sure how health insurance goes over where you live, but those prices are usually inflated and they can settle for less. I would definitely ask for a break down of the bill to see if you are being overcharged or if they can cut some things out.

Update* The hospital accepted our promissory note, last night my grandma was put in morgue and later today she will be move to our old house for her wake. And on Wednesday we will go to the province for my Uncle's wake, we are just waiting for my Auntie from US to arrive.
