GTX 750TI fans not on

Just recently got the GTX 750TI and after I installed it in my computer its not being detected at all, fans will not even turn on. Recently updated bios but it didn't solve the problem either. 

heres my system info. 

OS Win-7 64bit
CPU Intel(R) Core(TM) i5-4460 CPU @ 3.20GHz
RAM 8gb
Motherboard Model #088DT1 A01 dell
BIOS Version A05
PSU 450W antec

I'm thinking its either a problem with the card or the PSU but i'm unsure. Any help anyone could provide would awesome! If you have any questions just let me know.

    I see that you said you updated the bios, how old is the motherboard? Did you verify it was the most up to date bios available when you updated?

    are you using the 1 x PCI-E cable that came with your antec 450 psu? also make sure the video card is plugged in good.

    Moving to General Hardware.
     
    It's a bit concerning that you don't see the fans moving.  As stated, make sure the 6pin PCI-e connector is connected to the card.
     
    Regardless, you'll likely find that the 750 Ti will run into a compatibility issue with the motherboard, as most (in not all) Windows 7 OEM motherboards do not recognize cards with a UEFI BIOS, and it doesn't appear that Gigabyte has a legacy BIOS for that card.
