GTX 690 serious problem

For some reason, one of the gpus are freaking out 
Everything is mega laggy. The other gpu is at like, 6%. And my brother has the same setup and his works fine.
I've updated my drivers before, but also tried going back to older ones to see if that was the problem. 
Is my card just broke? What would make one gpu hog all the power? Please help me!

    Looks like the card is done. RMA time if you're still under warranty.

    So you're positive it's finished? Cause I just wanted some closure, even that would be nice to know. And no, sadly the warranty is long passed. Thanks, though. Time to get a new card.
    I mean, I've only had the card for 2 years going on 3. Wonder what broke it. Only thing I can think that I did that my bro didn't do was update drivers. But everyone does that :/

    Yes, i'm pretty sure the card is done. Try testing it in your brothers PC to see if the card has the same problem running in his system, if it does end up having the same issue in your bothers system the card is defective.
