My previous video card (ASUS GeForce 210 1GB 64-bit DDR3 PCI Express 2.0 x16) did boot on monitor 2 which was selected as 'main monitor' in windows.
This allows me to see BOOT info and select which OS to use (dual boot) when monitor 1 is off or being used as TV for satellite.  There are times when it is physically impractical to see other monitor

I have googled the crap out of this issue and cannot find a solution.  Currently have monitor 1 unplugged, but plugging in and out not satisfactory.  When I plug in my TV/monitor, it becomes monitor and while I can select monitor 2 as 'main display' it does not boot to it, though, as stated, previous Asus card did.

On both cards, the monitor which is my MAIN DISPLAY (which ID's as #2) and I desire to be the displayer of boot info is connected to DVI on card.  My secondary display (ID's as #1) is connected via HDMI.

Many people have tried to figure this out. If you ever find the answer, please post it. To date, I don't think there is any other way, except unplugging it.

Solution, take back EVGA card and replace with:
Gigabyte GTX 750 Ti GDDR5-2GB 2xDVI/2xHDMI OC Graphics Cards GV-N75TOC-2GI

Also new monitor w/HDMI input coming so can plug both in w/HDMI and switch if necessary.

I wonder why my previous ASUS GT-210 card booted to monitor chosen as MAIN in Windows and EVGA does not.?

This is very frustrating, but Windows settings have no effect on "boot display". At boot time, the GPU enumerates ports in a predifined (hardcoded) order, and then sends data to the first display it finds. There is very few information about this behaviour. Some can be found in a PNY document, about the K5000 (GTX690 equivalent) in Mosaic configuration : read page 13 :
    https://www.pny.com/File%...3_Display_Walls_v1.pdf

There is a solution that works 100% : 2x GPUs, and the "primary" display connected to the card inserted in the first PCIe, the other to the second one... It's a pita there's no option BIOS to choose "BIOS display" (the same way Intel or Marvel RAID is configured).

In another document (Lenovo or Dell ?), I also found that at OS level, enumeration order can differ depending on OS (it was about XP and Seven).

why make it simple when it can be complicated ????

Schmorblatz - while that would work, it also disables the ability to use the 2nd monitor in an SLI config.

The OP has a GTX 210 and a GTX 750ti. None of these cards has SLI support, and even if they had, you cannot SLI two different GPUs.
